The real estate company assigned to you should assist you with setting up your utilities. In this case, your utilities should be ready by the time you arrive in your apartment. The one exception is gas, which will require an appointment. This appointment will most likely be arranged by your real estate agent for the same day you move in.
In some cases you may find yourself in a position where you need to set up utilities in your apartment by yourself. In this case, consider using the following companies' websites:

Call the gas company (0570-002211 from fixed line phones and 03-3344-9100 from mobile phones overseas) and arrange an appointment. Please call in advance as it may take on average a week until the next available appointment in the busy Tokyo area. At a selected time, an employee will come to your apartment to inspect and activate your gas lines. During the inspection it is required that someone is present at the residence.
Please note: if your amount is less than 1,500 yen in one month of usage, the amount due may be rolled into your next bill. In this case, you will probably only receive a notification document for that month and not an actual bill.
Payment[]
Every month you will receive paper bills in your mailbox. There will be a separate bill for gas, electricity and water. You can either arrange to pay your bills directly from your Japanese bank account (please ask your JTE or an administrative staff at your school to assist you if you have difficulty with Japanese language) or you can pay the bills directly at a convenience store or post office.
You may also receive two copies of the same bill. One bill is a notification of the amount you will pay and one is the bill itself. The actual bill will include a barcode, which can be scanned at a convenience store or post office. We advise that you keep both for your records.
Cancellation[]
If your landlord or housing management company arranged utilities for you, inform them that you would like to stop these services. We recommend that you provide notification a month in advance of your move-out date.
If you arranged your utilities by yourself, you will need to call each company individually and request cancellation. The companies will send representatives and issue a final bill.
