JET Participant Mental Health Counseling Assistance Program[]
CLAIR offers a JET Mental Health Counselling Assistance Program. This program provides a partial subsidy (50%, up to 30,000 yen) for counselling costs incurred by medical institutions or professional counselling providers. This subsidy applies only when the costs are not covered by the Japanese National Health Insurance.
- This year, the coverage period is from April 1st of this year to March 31st, 2025. The application period is April 1st of this year to April 4th, 2025. For further information, please ask your contacting organization or contact your PA.
To submit a request for a mental health counseling assistance subsidy:
1. Pay for the counseling out of pocket. Save all original receipts. Request a receipt if one is not provided. Th receipt must include: the counselling institution's name(or provider), date of payment, amount paid, and the applicant's name.
2. Submit an application through your contracting organization and include the original receipts and a copy of the inside front cover of the JET’s bank book (if applicable). You can also contact your PA directly for the application if you do not want your school to know.
3. The CO/BOE will submit the application to CLAIR for review.
4. The subsidy will be deposited directly into the JET’s bank account once reviewed.
JET Counselling Service[]
CLAIR established the JET Online Counselling Service for JET Programme Participants in June 2015
- There are two types of FREE counselling services available:
CLAIR recommends trying the Web Mail Counselling system first. There is no limit to the number of threads you can start in the Web Mail Counselling system.
During registration, you will be asked to enter your JET number. This is so that the service provider can confirm whether or not you are a current JET Programme participant. (Neither CLAIR nor any contracting organisations will be notified of who is utilizing the services or the counselling content.)
Web Mail Counselling[]

You can receive up to seven free Skype Counselling sessions from 1 April 2024 to 31 March 2025. Up to seven sessions per year

After logging in, reservations can be changed or cancelled via the ‘Table’ under counselling reservations (accessed from the far left column) up until 5 pm of the previous business day of your appointment.
※Please be advised that reservations cancelled after 5 pm of the previous business day will count towards your session total.
BoE Tokyo Metropolitan JET Online Counselling Service[]
This Counseling service is provided by the Tokyo Metropolitan Board of Education. Counsellors give an advice in accordance with each JET participant’s working conditions or working environment. You can use this service anonymously. You may use this service for work-related as well as personal issues.

- This program will be provided by the BoE affiliated company, Fismec Co., Ltd.
We ask you to provide your personal information when you use the online counselling service. We assure you that we will only use it for the purposes of providing this service. This service can be used by accessing the official website and registering. An e-mail account and a computer are required; it can be used at any time or location.(Tablets also supported)

Online Counselling[]
This service provides counselling through Web conference systems ※. If you have any Web conference systems, you can receive Counselling using video/audio. You can receive up to 5 Counselling sessions until March 31, 2025. We recommend using Web Mail Counselling first. ※Teams, Zoom, Skype, etc. are available.
